Work lost through poor use of IT

At the conference launching the European Commission’s programme for pan-European eGovernment Services, Finnish Member of the European Parliament, Reino Paasilinna, quoted research that showed that the average office worker lost some three hours work per week because of poor use of Information technologies.
Although many IT departments all too readily blame training departments for inadequate trainign or the end user for poor take up of training opportunities, I wonder: what proportion of the “problem” is actually down to poor information system design and user interfaces?
Making it simple seems to be the most complex IT issue…
