UNDESA Conference – where to next?

One conclusion that can be clearly drawn from the UNDESA conference is that technology transfer is not the real issue. The central concern must be around capacity-building in African parliaments. Not just focussed on information technology but looking at the whole issue of building human capacity to handle information management issues. It will require sustainability not just of that human capital but also of a realistic information infrastructure, based on both physical and electronic information systems.
It should also focus on strengthening the role of parliamentarians themsleves: on their capacity and skills necessary to enhance their function in holding their executives to account: what’s the point of sophisticated knowledge management systems, if parliamentarians do ot have the skills and confidence to use them and know what to ask?
